LG--write her a letter that states you have done everything you can to abate the noise coming from your apartment (rugs, no shoes, etc.) and that you would appreciate it if she would stop banging on the ceiling since that is very disturbing to you. Though I'm not a lawyer, I've been on the board of a couple of coops for about 20 years. I doubt if the coop is going to evict you for not having 80 percent carpet unless you are causing major noise and disruption. You don't say if you are a coop owner or you are subleasing. The Newton Hotel is on the Upper West Side on Broadway and 95th Street. It gets good reviews, especially for value. It is in a safe residential neighborhood with close by shops and good moderately priced restaurants. The best way to get around in NYC, other than walking which you will do a lot of, is by subway. The subway is inexpensive, safe and fast. They both have good reputations--John Jay specializes is criminal justice. The CUNY colleges have become better in recent years and if you are a resident, you can't beat the price. IMO, Queens College is the best of CUNY.by nyc10025 - Ask a New Yorker :

You can book the SOL in advance but it will not be necessary since you are coming in February which is not a busy time. There are no plans right now to open the statue beyond the base. These restaurants which are in my neighborhood are a bit uptown from where you will be staying--15 minute walk or 5 minutes on subway or bus. They are all moderate priced, good value/food places. It is a safe trip by subway. Take the number one train at the Broadway and 79 Street stop downtown to Times Square/42 Street stop. Transfer to the number 7 train to Shea stadium.
