There's a lyric from the new musical "In the Heights" where the main character Usnavi is talking about his neighborhood, and jokingly says "I've never been north of 96th street"
Obviously the belief that Manhattan ends on 96th is alive and well.

Last night I met a couple who recently moved here to San Diego from NYC. I told them I used a friend's apartment when I'm in town. They asked where it was and I said Inwood. Their reaction was swift and in unison OOOhhh! Accompanied by a grimace and the comment...That's nosebleed area up there".
I agreed, they apologized profusely for their knee-jerk reactions and we all laughed hysterically. (Well...you had to be there)

Not to be too glib, but if you get mugged it isn't safe, and if you don't it is safe.
There is safety in numbers and on brightly lit streets when people are out and businesses are open, Bean Counter.
If you are in doubt, head into a bar, such as the legendary Lenox Lounge, which is right across from the 125th St subway stop. Until you get your bearings, take a cab until you feel confident you know where you are going before you head out.
The 125th St area is pretty fine since it is so busy, Sharp.
Harlem has really gentrified. People have taken over abandoned buildings and other ones are converting into cooperatives and condominiums.
There is some wonderful architecture and history up there. Let me know if you'd like a private walking tour.
Some of the double decker bus companies have Uptown tours which give a good lay of the land.
