More importantly, why waste your time with a cab? Walk out of Penn Station's main entrance (7th Avenue and 33rd Street and walk directly straight down to Herald Square's subway station. Hop on any N, R, Q, or W train and ride it to Union Square, 14th Street. Transfer to the L train and ride that into Williamsburg. It makes stops at Bedford Avenue (where you're probably going), Lorimer Street, Grand Street, Graham Avenue, and further into the Hipsterburg.
The cost? 2 dollars and none of the traffic jams or overpriced nonsense of cabs.

Great advice. You can save yourself the short walk from Penn Station to Herald Square by just taking the 7th Ave. subway downtown from Pen Station -- take either the #1, #2, or #3 to 14th St. and transfer to the Brooklyn-bound L line. Or, if you come out of Penn Station on the 8th Ave. side, take the downtown C or E line to 14th St. and transfer for the L.
