Nothing obscene or sexual about a woman's unclothed chest if she is not behaving obscenely or using her b*easts intentionally to sexually excite. If men can go with unclothed chests so should women be able to without harassment by police or anyone.
Businesses, private property, parks, or anywhere men have traditionally or legally been permitted to be without clothing on the upper body should not be closed to women who are without clothing on the upper body. Businesses will remain able to prohibit "no shirt, no shoes, no service" but must enforce equally on both men and women. Imposing a requirement for men to be clothed on the upper body where they have not been previously so as to prevent women from being without upper clothing should not be allowed.
The only difference in female b*easts from male b*easts is in the degree of development. Structurally they are the same. Male b*easts are in all details undeveloped female b*easts: milk glands, ducts, nipples, ligamentation are all present in both.
"B*easts" is used because the editorial policy blocks the actual word.
