Who changed 24th/28th Streets?

If someone could explain to me why 24th & 28th Streets between 8th & 9th Avenues (Manhattan) are curved in defiance of the grid? I have been aware of it for a while when I am on 8th or 9th Avenues, as well as from studying maps. If you walk on these streets, they feel suburban. Yet they are blocks away from Penn Station, right there in Midtown. Who allowed this to happen; or, why?

Those streets are within the Penn South development. They were "curved" when Penn South was built. Having lived there, I can assure you that it is not suburban, in look or feel.
