Is Manhattan 24hrs a safe place to go or are there certain unsafe places

The "tourist areas" of Manhattan, commonly considered the areas below 96th Street (but extending up to Columbia University on the West Side) are safe at all hours, for all people.

and above there it isn't safe at all?? or just at nights or so

Well, above that it's patchy, so it's hard to make any generalizations about Upper Manhattan. Very patchy. Nice parts, and not so nice parts, very close to each other ... you have to know where you're going. Everything is safe enough during the middle of the day.
