You can - but please don't.

It's now legal for "working" dogs (like seeing-eye dogs), but there's a new wrinkle that places aren't allowed to challenge you. So you can get away with it, but it's really inconsiderate since it's annoying to a lot of people, unless you're at a sidewalk table.
