I admire Bloomberg for trying to tackle the problem. On the surface, his plan looks good. But... as it stands, I've got to wait in line just to get down to the subway in the morning at 86th & Lex, it's the worst, most densely crowded. How's that going to be when people park their cars above 86th and try to get into the same overloaded system? A lot worse, I can tell you. And those people who rely on street parking near 86th St. will have to pay exhorbitant parking fees (garages in the area charge $400-$500 a month plus an 18% tax), or give up their cars. Now, I don't drive, but there are people who rely on their cars yet can't afford the parking. And, while New York has excellent mass transit, many elderly or physically frail people can't use the subways at all, and still find standing to wait for a bus to be phyiscally difficult.
I'm just saying, there are many sides to this issue.

After traveling the subway with my sister-in-law who has bad knees, I understand Oracles point. Soooooo many stairs, that I can see how thousands of people can't use the subway. One stop had an elevator we were lucky that someone told us about, but would not have known it was there. She didn't even know we needed it! Love those guardian angels ><

Social promotion is getting demoted.
Mayor Bloomberg is seeking to end the longstanding practice of moving students to the next grade even when they can't meet performance standards in the fourth and sixth grades.
